As Skip pointed out, and I have some experience, it is usually some kid who doesn't want to go to school, and or forgot a test or homework. On the other hand, there is something to be said about testing the system before you break it.
The FL one listed above, should take more warning. Being physical notes at the school, that is a disturbed kid that needs help, bomb or not. IMO they will harm someone in the future.

I'm waiting for the day when eventually, people wont take them as serious....and there really will be one. I hope that wont happen.
